Healthcare Financing and Youth Empowerment: US-Based Medical Billing Companies and Sustainable Development in Pakistan

Abstract

Healthcare financing is essential for strengthening health systems, yet countries like Pakistan face persistent challenges due to limited resources and growing population needs. An emerging but underexplored development is the rise of US-based medical billing companies operating in Pakistan, providing outsourced revenue cycle management services including claims processing, coding, and financial documentation for US healthcare institutions. This qualitative study explores their dual impact on global healthcare financing efficiency and Pakistan’s youth employment and skill development. Data were collected through semi-structured interviews with 25 employees working in medical billing and analyzed using thematic analysis guided by Human Capital Theory, the Health Systems Strengthening Framework, and the Sustainable Development Goals (SDGs). Findings indicate that employment in this sector significantly enhances digital literacy, communication, analytical skills, and professional confidence among young workers, while also providing financial stability and exposure to international healthcare systems. Participants highlighted improved career opportunities and upward mobility through structured training and experience. The study further reveals that Pakistani professionals contribute indirectly to global healthcare financing by supporting efficient revenue cycle management for US healthcare providers. Additionally, the sector aligns with SDG 3 (Good Health and Well-Being) and SDG 8 (Decent Work and Economic Growth), promoting both economic inclusion and sustainable development. The study concludes that US-based medical billing companies in Pakistan represent a dual-impact model that strengthens global healthcare financing while empowering youth through human capital development. However, limited policy recognition and institutional support remain key challenges for long-term sectoral growth
